Shawnee names new deputy city manager. Stephen Powell was promoted Nov. 5 to deputy city manager of Shawnee. He has more than 15 years of local experience in local government, including public works, the Johnson County manager’s office, municipal court and the city clerk’s office. He received the 2018 City Clerk of the Year award from the City Clerk and Municipal Finance Officers Association of Kansas and has a master’s degree in public administration from Park University.
