Prairie Village announces it has ceased negotiations to purchase Homestead property

Prairie Village city administrator Quinn Bennion in a prepared statement announced today that the city of Prairie Village has ceased negotiations with Homestead Country Club regarding the city’s possible purchase of the front acreage of the property.

The statement Bennion sent this morning is below:

The Prairie Village Mayor and City Council are committed to providing quality parks for residents. More than ever before, the City continues to invest heavily in park planning and improvements and has pursued possible park expansion options.

Representatives of Homestead County Club approached the City in the fall of 2013 to discuss the club’s reorganization efforts. City officials have been in discussion and negotiations with club representatives for the past 11 months exploring the possible purchase of the front four acres of club property along Mission Road for a public park. The club property is subject to 1955 deed restrictions which limit the possible uses and is currently involved in a mortgage foreclosure action.

During this time, the City Council received resident comments about the possible parkland acquisition and the Council appreciates the time and effort of the residents in sharing their view. The Council considered the comments and their role as stewards of the public trust and taxpayer funds. As provided by State law, these discussions regarding property acquisition occurred in closed executive session meetings.

After much deliberation, city officials have concluded that it is in the best interest of the City to discontinue the current negotiations for the property purchase at Homestead Country Club due to complications with the deed restrictions as well as the existence of one or more court proceedings involving the property.

The Prairie Village council had met in executive sessions to discuss the potential purchase of the property over the previous months. Homestead’s note was sold last fall to developers who want to build houses on the property.

UPDATED: Homestead board chair Cyd Summers sent the following statement on today’s announcement from the city:

A sale of some acreage to the City of PV has never been our only option. It’s unfortunate that the City has discontinued for now the negotiations given the limited green space available in Prairie Village.

We are continuing in our negotiations with our other options and the Board of Directors feel confident that those ensure the longevity of Homestead Country Club and its wonderful community therein.
